Waters Landing Drive Speed Hump Plan
Introduction
The resident concurrence period for the Waters Landing Drive speed hump plan closed on October 2, 2026. The HOA has submitted all completed forms to Montgomery County, and the County will now determine whether the required concurrence levels were met on each impacted address list.
The HOA is not advocating for or against speed humps. Our role is to serve as the designated community liaison for this process under Montgomery County Executive Regulation ER5-24.
Resident Concurrence
What Is the Concurrence Process?
The concurrence process is the formal resident vote required by Montgomery County before any speed humps can be installed.
Every impacted household, as determined by the County, received the Official Resident Concurrence Form, the Speed Hump Fact Sheet, and the Speed Hump Location Plan by mail. Volunteers then followed up door to door. One signature per occupied household was required.
Concurrence Results
Thank you to every resident who returned a form, and to the volunteers who visited more than 1,200 homes across every neighborhood. This was our largest community engagement effort to date.
- Eligible homes: 1,385
- Forms returned: 387 (28%)
- Support: 201
- Oppose: 186
List 1, directly impacted (homes that must cross a speed hump to leave the community): 106 forms returned (21%). 67 support, 39 oppose.
List 2, indirectly impacted (homes that can leave the community by way of Wynnfield Drive without crossing a speed hump): 281 forms returned (32%). 134 support, 147 oppose.
These figures are the HOA's count as submitted to the County. Eleven of the County's 1,396 listed addresses were excluded: 10 that do not exist and one non-residential property (Pool B). Six incomplete forms are included in these totals and will be reviewed by the County. The County's determination is final.

What Happens Next
Montgomery County will review the submitted forms and determine whether the required concurrence levels were met on each list.
If concurrence is achieved on both lists, speed hump installation will be scheduled subject to county funding availability.
If concurrence is not achieved, the project will be terminated per Montgomery County Executive Regulation ER5-24.
The HOA will post the County's determination on this page as soon as it is received.
