concurrence form submission deadline

Montgomery County Department of Transportation has finalized the speed hump location plan for Waters Landing Drive following the board’s vote in May 2026. The formal resident concurrence process is now underway. Waters Landing residents on the county’s impacted address lists are being contacted directly with official materials and will have the opportunity to vote in support of or in opposition to the plan. 

The HOA is not advocating for or against speed humps. Our role is to serve as the designated community liaison for this process under Montgomery County Executive Regulation ER5-24.

What Is the Concurrence Process?

The concurrence process is the formal resident vote required by Montgomery County before any speed humps can be installed. The HOA has received Official Resident Concurrence Forms from Montgomery County for distribution to all impacted addresses. 

Each impacted household will be contacted directly with the following materials:

• Official Resident Speed Hump Concurrence Form
• Speed Hump Fact Sheet
• Speed Hump Location Plan

Each household must review the fact sheet and location plan before indicating support or opposition on the concurrence form. One signature per occupied household is required.

Speed Hump Plan 

Five flat top speed humps on Waters Landing Drive between Father Hurley Boulevard and Crystal Rock Drive.

Concurrence Deadline 

Completed concurrence forms must be returned to the HOA no later than Friday, October 2, 2026. The HOA is required to submit all completed forms to Montgomery County by 5:00 PM on Sunday, October 11, 2026.

How to Return Your Completed Form 

Completed concurrence forms may be returned using any of the following methods:

• Drop off in the locked mailbox outside the WLA Community Center at 20000 Father Hurley Blvd. 
• In person at the WLA office during business hours. 
• Scan and email to wla@waterslanding.org

Am I on the Impacted List? 

Only residents on the county’s designated impacted address lists are included in the formal concurrence vote. There are two separate lists totaling 1,396 addresses. 

If you receive a mailing from the HOA with concurrence materials, your address is on one of the lists. If you do not receive a mailing and believe you should be included, please contact the office at wla@waterslanding.org.

Volunteer Outreach 

The HOA will be conducting door-to-door outreach to ensure every impacted household has an opportunity to participate. If you are a Waters Landing resident interested in volunteering to assist with outreach efforts, please contact the office at wla@waterslanding.org.

Once the concurrence period closes on October 2, 2026, the HOA will compile all completed forms and submit them to Montgomery County by October 11, 2026. 

The county will then determine whether the required concurrence levels have been met on each impacted address list. 

If concurrence is achieved on both lists, speed hump installation will be scheduled subject to county funding availability. 

If concurrence is not achieved, the project will be terminated per Montgomery County Executive Regulation ER5-24.
